The body base for Supergirl is a Danger Girl Sydney Savage figure .  The boot tops and belt buckle  were added using plumber's putty.

The cape was donated by a Power Flight Man of Steel Superman figure. 

The figure was then primed, painted with acrylics, and sealed.  Her super emblem was a water transfer decal printed on my ink jet printer.  The figure was then, again, sealed with Dullcote.
