The body base for The Question is a Batman Forever Two-Face figure.   I also used the head from a Ghost Rider Blaze figure and the coat from a Gambit figure (X-Men vs. Street Fighter).  The hat is from a ToyBiz Joker.

I had to trim and smooth the shoes and cuffs to remove sculpting.

The figure was then primed, painted with acrylics, and sealed.
